Monroe police chief announces retirement

MONROE, N.C. (AP) _ Monroe's first female police chief is retiring.
Police Chief Debra Duncan says she plans to retire effective Sept. 1.
The 58-year-old Duncan made the announcement to staff members and police department employees on Wednesday.
Duncan said she felt it was the right time to retire and explore other opportunities but wouldn't say if that included running for office.
In February, a consultant's report found ``credible evidence'' that Duncan had secretly tape recorded former city manager Wayne Herron without his consent. The report also said her conduct didn't appear to violate police policy against recording another member of the force without their knowledge because Herron was not an officer.
In March, Monroe's interim city manager said he would not take disciplinary action against Duncan. Herron resigned from his job last July.
